Finger Streaching:- One finger per fret

When playing bass I still find, after 2 or more years of playing, it hard to make one finger per fret. My fingers don't seem to streach so one finger is just behind each fret. I always find when I add the next finger the previous one(s) seem to move out of position. Any tips to get fingers to stretch that far.

Practice, practice and practice. There can be many reasons why you have got this issue. It would be difficult to know exactly why you are having this issue without actually visually assessing your playing. It might be simply due to instrument playing position or your technique. But yet again not enough info from you to diagnose your problem here :)
